ELIGIBILITY CRITERIA (as on 01-06-2012)


Prospective Candidates should ensure that they fulfill the specified eligibility criteria before
applying for the Common Written Examination (CWE):
However it should be noted that the eligibility criteria specified is the basic criteria for
applying to various Regional Rural Banks. However merely applying for and
qualifying in CWE does not imply that a candidate will necessarily be eligible for
employment in all or any particular Regional Rural Bank as each Bank will stipulate
its own eligibility/ qualifying criteria, followed by Interviews etc
I Nationality / Citizenship:
A candidate must be either a Citizen of India or a subject of Nepal or a subject of
Bhutan or a Tibetan Refugee who came over to India before 1st January 1962 with
the intention of permanently settling in India or a person of Indian origin who has
migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya,
Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar),
Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently
settling in India, provided that a candidate belonging to categories above shall be a
person in whose favour a certificate of eligibility has been issued by the Government
of India.

Duckworth Lewis rule replaced by VJD system ?

LONDON: The International Cricket Council (ICC) announced Friday it was sticking with the Duckworth/Lewis rule for deciding rain-affected matches after an Indian engineer put forward a replacement method.

Devised by English statisticians Frank Duckworth and Tony Lewis, the Duckworth-Lewis (D/L) rule was first introduced at international level in 1996.

It uses mathematical formulas to calculate the winning target for the batting team when rain reduces playing time in limited-overs matches and was first adopted after World Cup rules made a mockery of the 1992 semifinal between England and South Africa in Sydney.

V Jayadevan, an engineer in the south Indian state of Kerala, has spent a decade working on his so-called VJD system.

This has been used in Indian domestic matches since 2007 following a recommendation from batting great Sunil Gavaskar.

Jayadevan argued his system should be adopted internationally, because the D/L method often produced targets that were “not reasonable or sensible”.

But the ICC’s cricket committee, at a meeting in London this week, decided to stick with the present system.

A statement issued on behalf of the committee, chaired by former West Indies captain Clive Lloyd, said it had considered Jayadevan’s method in great detail but added: “The committee unanimously agreed that there was no evidence of any significant flaws in the D/L method nor did the committee believe that any improvements could be offered by the VJD method.

“Therefore the committee decided to continue with the D/L as the preferred method of calculating target scores in reduced limited overs matches.”

In the World Cup game that prompted the adoption of the D/L method, South Africa needed a gettable 22 runs off 13 balls before rain stopped play, but that became a ludicrous 21 off one ball when the match resumed.

The committee, which only makes recommendations to the ICC’s main board, due to meet later this month, also called for the end of the bowling powerplay in one-day internationals.

Instead they said the standard 10-over fielding restrictions at the start of each innings should be retained, followed by one five-over powerplay, at the batting side’s discretion, by the 40th over.

A maximum of four fielders outside the 30-yard ring during non-powerplay overs is also recommended, down from five at present.

Fast bowlers would be allowed to bowl two bouncers per over instead of one.

David Richardson, ICC general manager, said: “The committee was mindful of the need to avoid continual changes but was determined to complete the process initiated last year to enhance the format.

“It is now confident that these recommendations for ODI cricket, which showed its popularity during the ICC Cricket World Cup 2011, will help create an even more attractive spectacle as we approach the ICC Cricket World Cup 2015 which will be held in Australia and New Zealand,” the former South Africa wicket-keeper added.

The committee reiterated its view that, depending on the ability to finance the technology, the Decision Review System (DRS) should be implemented “universally” in Test and ODI cricket.

Indian cricket chiefs — in charge of the sport’s wealthiest board — have yet to be convinced by the accuracy of the technology involved and that means the system is not used in matches involving India.

ICC tweaks rules to spice up ODIs; 2 bouncers in an over allowed, Powerplays curbed

NEW DELHI: A year after it made sweeping changes to One-day International cricket, an ICC panel has recommended further changes to spice up ODIs, giving bowlers some leeway by allowing two bouncers an over instead of one and doing away with the bowling Powerplay rule but restoring the balance by allowing only four fielders outside the 30-yard circle in the non-Powerplay period.

The ICC said on Friday the changes were intended to make the middle overs “more attacking” and perhaps give the pace bowlers a bit more play.

Also scrapped was last year’s ruling on taking the batting and bowling Powerplays between the 16th and 40th overs. The committee concluded that the move had had “little impact” in spicing up ODIs. The decision to use two new balls from each end, however, will be continued.

However, day-night Test matches, an area of evolving interest, have been left to the discretion of participation nations to “trial” should they chose to do so in bilateral series.

In ODIs, Powerplays are now to be restricted to the first 10 overs, apart from another five-over batting Powerplay to be completed by 40th over. Only four fielders, instead of five, will be allowed outside the 30-yard circle in non-Powerplay overs.

The recommendations headline a series of decisions taken at ICC’s Cricket Committee’s meeting at Lord’s over Thursday and Friday. The changes (will) “improve the balance between bat and ball and to create an identity for ODIs distinct from the Test and Twenty20 formats,” the ICC said.

“The changes will help enhance what is still an exceptionally popular form of the game. There is, though, a need to develop a strong identity for the 50-over game,” ICC’s general manager Dave Richardson said.

The committee’s decisions will be ratified by the ICC board in Kuala Lumpur later this month.
Apart from the rule changes to the One-day game, the committee also decided that the contentious Decision Review System (DRS) would be persisted with along with the Duckworth-Lewis rain-rule system.

The committee maintained there was significant improvement in decision-making in matches involving DRS, with a 4.27% increase in correct decisions. The committee said it “considered” Indian mathematician V Jayadevan’s VJD Method for calculating revised targets of rain-affected matches but concluded it wasn’t significantly different from the D/L method in use.

The switch-hit too will continue to be a legal stroke in cricket’s lawbooks.
The committee, chaired by former West Indies skipper Clive Lloyd, also recommended a stricter enforcement of regulations covering substitute fielders. It also said suspended players should not be allowed on to the field of play once a game has started.

Government in final stages of protection against cyber attacks: National Security Adviser Shiv Shankar Menon

Pointing out that information technology has given power to terrorists and non-state actors,National Security Adviser Shiv Shankar Menon today said the government is “in final stages” of developing capabilities for protecting against cyber attacks.

Releasing an IDSA report on cyber security, he said here that the same technology has enhanced the internal security capabilities through cyber penetration and a “democratic society must draw a line between the collective right to security and the individual’s right to privacy”.

“The Information and Communication Technology (ICT) revolution has brought power to non-state actors and small groups such as terrorists. It has given small groups and individuals the means to threaten and act against much larger groups.

“Government is in the process of putting in place the capabilities and the systems to deal with this archaic new world of constant and undeclared cyber threat, attack, counter-attack and defence,” Menon said.

He said the “government is in the final stages of preparing a whole-of-government cyber security architecture.”

The NSA said 120 countries, including all the major powers, are developing offensive cyber capabilities as well as using cyber espionage and so are smaller powers who see ICT as an “equaliser”.

“These technologies have also enabled individuals and small groups to use cyber space for their own ends. We in India are subject to unwelcome attention from many of them, state and non-state,” he said.

TCS to handle Lakshmi Vilas Bank‘s back office

The South-based private sector lender Lakshmi Vilas Bank has entered into an agreement with software exporter TCS for managing its back office operations and document management systems.

The Karur-headquartered bank has signed an agreement with Tata Consultancy Services(TCS) which will facilitate centralisation of essential processes like account opening, KYC compliance, loans and advances, trade finance and ATM card management, the bank said in a statement.

Data like forms and applications collected at the branches will be sent to a centralised processing cell and data centre which will help manage the content centrally.

“This tie-up will assist the bank in providing a single platform that can be used for centralising all the processes,” bank Managing Director and Chief Executive P R Somasundaram said.

Centralisation will be done in two phases and the first one will entail savings and current accounts opening, centralization of account opening under financial inclusion while trade finance, opening demat accounts and 3-in-1 accounts will be carried out in the second phase.

Yahoo, Facebook battle escalates

SAN FRANCISCO: Yahoo accused Facebook of retaliating against a patent-infringement lawsuit by buying patents that the social networking site used as the basis for its countersuit against theweb portal company

Facebook bought the patents after it was sued by Yahoo in March and then counter sued over the newly acquired technologies as payback for the original lawsuit, Yahoo said in a filing today in federal court in San Jose, California. 


Of the 10 patents at issue in Facebook’s counterclaims, “several” were purchased from patent licensing or holding companies after Yahoo’s complaint was filed and some were “tainted,” the Sunnyvale, California-based company said in the filing. A federal judge should invalidate the Facebook patents and dismiss the company’s counterclaims, Yahoo said. 

“Many, if not all, of these patents were acquired by Facebook for purposes of retaliation against Yahoo! in this case,” said the owner of the largest US Web portal. 


Some of the patents are enforceable because they were doctored and failed to name all inventors, Yahoo said. 


Jonathan Thaw, a spokesman for Menlo Park, California-based Facebook, said the company will continue to defend itself vigorously. 


“We remain perplexed by Yahoo’s erratic actions,” Thaw said in an e-mail. 


Facebook, operator of the biggest social-networking site, accused Yahoo of infringing 10 patents through its home page and Flickr photo-sharing service and in ads displayed throughout its site. The claims were made to counter patent-infringement allegations Yahoo filed March 12 against Facebook. 

Facebook didn’t invent technologies claimed in eight patents it sued over, which it bought from patent holding companies or patent aggregators, Yahoo’s lawyers said in today’s filing. 


The case is Yahoo vs Facebook, 12-cv-01212, US District Court, Northern District of California(San Jose).

60% of population in most states below poverty line

NEW DELHI: With almost all states showing more than 60% of populations below the monthly expenditure averages, the oft-repeated claim that 70% of India lives on less than $2 a day has a ring of truth in it. As yet there is nothing official about using monthly average expenditure as the poverty line and the government has said its calculations are based on the Tendulkar Committee formula. 

The Tendulkar Committee had concluded that based on 2004 statistics, the number of poor was a high 37.2%, instead of the estimated 27.5% and based its findings by factoring in education, health and other amenities. The proposed committee is expected to account for such variables. 

After facing criticism in March, when it reduced the urban and rural poverty lines to Rs 28.65 and Rs 22.42 from Rs 32 and Rs 26, the Planning Commission said it will set up a technical committee to go into how to measure poverty. It has also said the Tendulkar methodology will not be linked to benefits for underprivileged sections. Projections based on NSSO data present a disturbing picture as population cut offs for average consumption for almost all states fall between the sixth and seventh deciles, statistics for which are available in its report “Key indicators of household expenditure in India.” Further fine tuned, they deliver a precise percentage of population below the average spends. 

The large section of population below the expenditure curve also points to a worrying inequity in incomes, something that should concern planners as the government looks to target benefits for those who need them through initiatives like food security and employment guarantees. 

India’s schemes might be off target, or suffering from poor reach while benefits of economic growth are not meeting UPA-II’s policy objectives of “inclusive growth” as it is evident from the data that there is a concentration of buying power in the top 30%-35% of the population. 

The 60-plus% of population below the average monthly spending is clearly not progressing as fast as the segment whose income and expenditure is disproportionately influencing the statistical mean. This might point to the need to examine the nature of employment and be a wake-up call for efforts to improve skills. 

Among the states, there is not much to choose between those often stigmatized as “backward” like UP and Bihar, Gujarat and Maharashtra. Even in the better off states, the percentage of rural populations below the average monthly expenditure line is above 60%. In urban areas, it is a shade under 60% for Gujarat, but almost 70% for Maharashtra.
